RESF 14 Long-Term Community Recovery - Description

NCR RESF-14 (Long-Term Community Recovery) Committee

The NCR RESF-14 Long-Term Community Recovery Committee was established in April of 2006, and has met monthly since to address recovery related issues in the National Capital Region and develop a plan to guide the region following a disaster. In October 2008, the committee produced the NCR Long-Term Community Recovery Strategy. The Strategy has seven primary components:

1. Overview

2. Concept of Implementation

3. Coordination Framework

4. Policy Issues

5. Resource & Capacity Assessment

6. Exercise Framework

7. Action Plan

In addition to the strategy, the committee released its "Roadmap to Preparedness Strategic Plan 2008-2011: A Strategic Plan to Address Unmet Needs in Nonprofit Emergency Preparedness for the National Capitol Region."

NCR RESF-14 Mission, Scope, and Purpose Statements

Mission: Develop a long-term community recovery plan for the National Capital Region with a focus on coordination between operating entities   Scope: Regional coordination within the DHS defined National Capital Region with consideration for future expansion into neighboring jurisdictions.  The focus will be on: §           Individual & Social Recovery §           Economic Recovery §           Infrastructure §           Housing & Rental Assistance §           Mitigation §           Administration of Plans, Programs, & Budgets   Purpose: The LTCR Subcommittee will be responsible for developing a LTCR Plan, coordinating necessary stakeholders in the NCR, educating key public and private officials about the requirements of disaster recovery, and exercising the plan once completed
