Stormwater Workshop
Trends, Issues and Prospects in Managing Urban Stormwater

Program and Agenda

Introduction - This all-day stormwater workshop, sponsored by COG’s Water Resources Technical Committee (WRTC), will address critical regulatory, policy and technical issues concerning stormwater management in the COG region.  Workshop participants will include federal, state and local governmental representatives, NGOs and others with a stake in the rapidly evolving nature of stormwater management.  The workshop will have three distinct focal points: (1) new and prospective regulatory requirements; (2) quantity control capabilities of Low Impact Development (LID); and (3) funding modern, multifaceted urban stormwater programs. 

Morning Plenary Session: Regulatory Requirements -
The morning session will feature:

  • Proposed regulatory changes in Maryland and Virginia;
  • Recent changes to the District of Columbia’s MS4 permit that may well have implications beyond the District’s borders; and
  • A survey of other potential regulatory changes presented by a representative of the Virginia Association of Municipal Stormwater Agencies (VAMSA) and the Stormwater Agencies of Maryland (SWAM).

In each case, there will be a facilitated discussion enabling thorough discussion.  The lunch time speaker will provide the Chesapeake Stormwater Consortium’s recommendations for establishing Environmental Site Design as a new norm for stormwater management, and lead a discussion on its scope and content.

Afternoon Breakout Session #1 - Quantity Controls through LID - The first of two afternoon parallel tracks will focus on “Quantity Controls through LID.” This track will address a very real and current issue for the Northern Virginia jurisdictions who are developing a “Best Practices” manual through the Northern Virginia Regional Commission.  Concerns have been raised at the state level regarding the ability of LID BMPs to satisfy the state’s quantity control criteria.  The session will feature Norm Goulet of NVRC who will frame the issue and Neil Weinstein of the LID Center and who will present the results of monitoring and modeling explicitly addressing the quantity capabilities of LID.
 
Afternoon Breakout Session #2: Funding Stormwater Programs - The funding session will consist of a series of case studies where localities have developed a comprehensive stormwater funding system, covering, capital expenditures (planning, design & construction), ongoing operations and maintenance and enforcement.  Topics will include public vs. private funding responsibilities; prospects for state and federal grant support; and incentive-based practices.

Outcomes – The workshop is designed to provide attendees with up-to-date information on each of the topics and also provide an opportunity to shape the future of stormwater management in the COG region by discussing regulatory proposals, technical requirements and funding alternatives.  The presentations and a workshop summary will be posted on the COG web site.  The workshop recommendations will be transmitted to regulatory agencies and others as appropriate and may for the basis for FY 2009 COG work items and/or future worksessions.
