SALARY: Planner II (Grade 6): $48,364 - $68,532
Planner III (Grade 7): $53,163 - $75,385
POSITION SPECIFICATIONS:
This position is to undertake technical planning, quantitative analysis, and committee support tasks, under the auspices of the National Capital Region Transportation Planning Board (TPB) at MWCOG, addressing two major components of the regional transportation planning work program:
- Transportation Safety Planning
- Management, Operations, and Intelligent Transportation Systems (MOITS) Planning
(1) This position will provide support to the regional transportation/traffic safety program. Duties and activities will include:
· Transportation safety data compilation and analysis
· Coordination of transportation data analysis with other analytical aspects of regional transportation planning, including operations planning and travel demand forecasting
· Development of regional transportation safety plans
· Staff support and related activities for the regional transportation safety subcommittee
· Transportation safety planning stakeholder outreach
· Participation in state-level transportation safety planning activities of the District of Columbia, Maryland, and Virginia
(2) This position will also provide support to the regional MOITS planning program. Duties and activities will include:
· Technical work on aspects of the MOITS program, including regional planning and interagency coordination for:
o Transportation operations and incident management
o Traffic signals operations
o Traveler information systems
o Intelligent Transportation Systems Architecture
o MOITS aspects of the regional Congestion Management Process
· Staff support and related activities for the MOITS program committees, including development of agendas, summary notes from meetings, preparation of presentation items, and working with presenters to help them meet the needs of the committees
Activities concerning both of the above duties shall include but not be limited to:
· Working with TPB member agencies staffs on collaborative activities
· Developing of related research papers, brochures, or stakeholder events
· Maintaining web pages for these program areas
· Interacting with planning or engineering consultants
· Developing agendas, minutes, and other meeting-related materials
· Briefing officials, technical staffs, or the general public as necessary
· Contributing to other departmental tasks as necessary
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Background in transportation engineering or planning, with a good knowledge of the principles and practices of regional transportation planning
- Excellent statistical analysis and related quantitative analysis skills, including a desire to devote a significant portion of work time to data mining, analysis, and presentation of results
- Strong writing and public speaking abilities
- Knowledge of transportation management, operations, and technology
- Familiarity with Intelligent Transportation Systems planning and architecture, including the National ITS Architecture
- Knowledge of transportation/traffic safety planning and issues
- Familiarity with geographic information systems
- Familiarity with use of web sites and the Internet as means for communications and stakeholder outreach
- Planner II: master's degree in urban planning, civil engineering, transportation, or a closely related field and two years' experience, or an equivalent combination of education and experience
- Planner III: master's degree in urban planning, civil engineering, transportation, or a closely related field and three years' experience, or an equivalent combination of education and experience.
