NCR Exercise and Training Oversight Panel (ETOP) - Description The SPG and the CAOs jointly appointed an NCR Emergency Training and Exercise Oversight Panel (ETOP) to regularly conduct full-scale exercises that engage the entire region including federal capabilities, to transform standards and approaches across the region to reflect national strategy requirements, and to create a consistent methodology to document lessons learned from actual emergency events and exercises in order to incorporate these lessons into training standards and protocols.
