Police Mutual Aid Agreement (Basic Agreement)
January 1971
Agreement provides police aid across jurisdictional lines in emergencies to increase the ability to preserve the safety and welfare of the entire area.

  • First Amendment - February 1971
    Adds the City of Falls Church to the signatory listing of the agreement.
  • Second Amendment - 10/73
    Adds Loudoun and Prince William counties to the signatory listing of the agreement.
  • Narcotics Amendment
    Narcotics investigators may be exchanged and may cross state lines for the enforcement of laws designed to control or prohibit the use or sale of narcotics. This may be done on a routine non-emergency basis.

Greater Metropolitan Area Police and Fire/Rescue Services Mutual Aid Operational Plan
December 1983 (Revised September 1990)
Establish cooperation among law enforcement and fire/rescue agencies in the regional/metropolitan area. Such cooperation will ensure the maintenance of good order, law enforcement and public safety within the region during a state of emergency or other emergency situation which requires police and/or fire/rescue assistance beyond the capacity of a signatory jurisdiction or agency.

Mutual Aid Agreement for Fire and/or Rescue or Ambulance Service
February 1973
Allows fire/rescue or ambulance services to cross jurisdictional lines in emergencies to increase the ability to preserve the safety and welfare of the entire area.

  • First Amendment - January 1978
    Adds the City of Fairfax to the signatory listing of the agreement.

Memorandum of Agreement Between National Weather Service and Metropolitan Area Jurisdictions on the Dissemination of Severe Weather Information
January 1976 (Revised January 1998)
This agreement established the responsibity of local governments and the National Weather Service for the dissemination of severe weather information.

METRO Rapid Rail Transit Fire/Rescue Emergency Procedures Policy Agreement
1997
The purpose of this document is to provide basic guidance and direction to fire/rescue personnel who may be called upon to respond to fire/rescue incidents occurring on the METRO rapid rail transit system operating in the Washington metropolitan area.

Metropolitan Washington Natural Gas Supply Emergency Alert Plan
1978 (Revised January 1988)
This agreement constitutes a tri-state staff consensus on the provision of an emergency motor fuel sales restriction plan.

Metropolitan Washington Water Supply Emergency Agreement
December 1979
The purpose of this agreement is to provide interjurisdictional assistance and coordination to conserve water and provide for necessary curtailment of water use during a critical water supply situation in the metropolitan area.

Metropolitan Washington Water Supply Emergency Plan
October 1994
Coordinates the actions to be taken by local, state, and federal government agencies and water supply utilities in the Washington region in the event of a regional water emergency.

Transportation Contingency Plan for the Metropolitan Washington Area
July 1980
Purpose is to address area wide response to a total stoppage of public transit service in the event the Washington Metropolitan Area Transit Authority is unable to provide such service.

Metropolitan Washington Power Emergency Alert Plan
July 1985 (Revised February 1988)
Establishes a coordinated procedure between electric utility companies and local governments to alert promptly local governments of potential or existing reduction or outage of electric power.

COG Notification Procedure for the Early Release of Governmental Employees in Response to Severe Weather Conditions in the Metropolitan Washington Area
October 1982 (Revised December 1984)
The purpose of this procedure is to effectively notify other governmental authorities of early employee release actions anticipated and taken in response to severe weather conditions. Notification will be made to the District of Columbia Executive Command and Communication Center. The DC ECC will then notify all other local governments by utilizing the GP2200 portion of the Washington Area Warning System.

Points of Agreement on Emergency Motor Fuel Sales Restrictions (Odd/Even) Plan
September 1982
The "Points of Agreement" signed by the States of Maryland, Virginia, and the District of Columbia covering odd-even, minimum purchase, and flag system procedures to be implemented when emergency motor fuel sales restriction occur in the metropolitan area.

Unified Regional Snow Emergency Plan for the Washington Metropolitan Area
April 1997
The purpose is to keep designated snow emergency routes in the Washington metropolitan area clear of snow and ice in order to minimize disruption, first and foremost, to public safety operations and, secondarily, to commerce throughout the region between October 15-April 15.

Metropolitan Medical Strike Team (MMST)
July 1997
This document defines the mission of the MMST as a response to nuclear, biological, or chemical terrorism incidents. It describes the concept of operations and the process by which the MMST is notified, activated, and deployed.
