The Metropolitan Washington Council of Governments (COG) established the Task Force on Homeland Security and Emergency Preparedness for the National Capital Region following the attacks of September 11, 2001. The Task Force provided oversight for the preparation of the Regional Emergency Coordination Plan (RECP). The RECP provides a framework for COG's member local governments, the State of Maryland and Commonwealth of Virginia, the federal government, public agencies, the private sector and volunteer organizations, schools and universities to collaborate in planning, communication, information sharing, and coordination activities before, during or after a regional emergency. Available as free downloadable PDF files or on a compact disk for a fee. You may visit the RECP page to download individual sections of the plan.
