Traffic Quality on the Metropolitan Washington Area Freeway System: 2008 Report

This report details the continuation of a highway mobility-monitoring program that began in 1993. At that time, over 300 miles of limited-access facilities in the Washington, D.C. metropolitan area were surveyed, during both morning and evening peak traffic periods. An identical methodology was applied to the same highways in 1996, 1999, 2002, 2005, and again in the spring of 2008. The underlying purpose of this program is to acquire information about traffic flow conditions on a periodic basis, and to report that information to regional planners, stakeholders and decision-makers.
