The report describes the history and development of the I-95 Resource Recovery, Land Reclamation and Recreation Complex from its beginning in 1971 to 1996. The complex began as a regional landfill shared by the District of Columbia, Arlington County, the City of Alexandria, Fairfax County, and the Alexandria Sanitation Authority. In 1996 the Complex includes an energy/resource recovery facility, a lined landfill for ash disposal, methane recovery operations, and materials recovery processes. The report discusses the facilities' development, operation, and environmental monitoring system.
