About the Programs

The JARC and New Freedom programs are designed to encourage creative, innovative projects that address the transportation needs of people with disabilities, individuals with lower incomes, and older adults.

The goal of the JARC program is to improve access to job sites and employment-related activities for people who are transitioning from welfare to work or for others with limited incomes. The New Freedom program provides funding for transportation programs and services that go above and beyond what is required by the Americans with Disabilities Act (ADA).

Due to the relatively small amounts of funding available, the TPB encourages pilot projects that: demonstrate a new or innovative idea that is replicable; incentivize coordination of funding and other resources; and encourage the involvement of private sector partners. The Coordinated Plan identifies four strategies to address unmet transportation needs as well as priority projects that respond to the unmet needs.
