Grant Contract Award Requirements

Applicants selected for funding under the JARC and New Freedom programs will enter into a contract with the Metropolitan Washington Council of Governments. Applicants will be required to comply with all Federal Transit Administration requirements, which include, but are not limited to, civil rights, procurement, and drug and alcohol testing. The applicant will need to sign FTA paperwork assuring COG/TPB that they will comply with a long list of certifications (called "Certifications and Assurances").

In addition, the applicant will need to provide detailed information quarterly to COG/TPB on usage and performance of the project. These quarterly reports will include financial and milestone status updates that are required by the FTA. A sample form including milestone and financial status updates are attached to the Application in Appendix 5. Regular grant disbursements are contingent upon the complete and timely submission of quarterly invoices and reports.
