TPB Human Service Transportation Coordination Task Force - Description

The Human Service Transportation Coordination Task Force was established by the TPB in July 2006. The Task Force met monthly beginning in October 2006 to oversee the development of the human service transportation coordinated plan, required under SAFETEA-LU. TPB member Muriel Bowser chairs the task force. A list of task force members is located under the Documents section.

The Task Force completed an Update to the Coordinated Human Service Transportation Plan on December 16, 2009. The plan update reflects lessons learned from the 25 grants funded in the previous three solicitations.

The Task Force oversaw the development of TPB’s first Coordinated Human Service Transportation Plan for the National Capital Region, which was approved by the TPB on April 18, 2007.  The Coordinated Plan also includes competitive selection criteria for three FTA funding programs.   As the designated recipient of federal funding for the Job Access Reverse Commute and New Freedom programs, the TPB works with member jurisdictions, transportation providers, human service agencies and consumers to improve coordination and service delivery for people with disabilities, individuals with lower incomes and older adults.

The Coordinated Plan guides funding priorities for three FTA programs:

 

1. Elderly Individuals and Individuals with Disabilities Program;

2. Job Access and Reverse Commute Program; and

3. New Freedom Program, a new program for projects that go “above and beyond” the Americans with Disabilities Act’s (ADA’s) transportation requirements.
