Air Quality Conformity Analysis of the 2016 CLRP Amendment and the FY 2017-2022 TIP

This report documents the assessment of the 2016 Amendment to the Constrained Long Range Plan (CLRP) and the FY 2017-2022 Transportation Improvement Program (TIP) with respect to air quality conformity requirements under the 1990 Clean Air Act Amendments. The analysis used criteria and procedures contained in the Environmental Protection Agency's final conformity rule, published in the November 24, 1993 Federal Register, with subsequent amendments and additional federal guidance published by EPA and by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). The analysis is a responsibility of the National Capital Region Transportation Planning Board (TPB).

The Air Quality Conformity Analysis of the 2016 CLRP and FY 2017-2022 TIP was approved by the TPB on November 16,2016. An off-cycle analysis for amendments requested by the Maryland Department of Transportation (MDOT) and Virginia Department of Transportation (VDOT) was approved by the TPB on October 18, 2017. The posted date of this publication reflects this latest amendment.
