A terrorism-related seminar for communication center personnel scheduled for presentation on October 18-19, 2004 at the Hyattsville (MD) police department and sponsored by Ohio University. This two-day program is designed specifically for communication center call-takers and dispatchers and will provide basic knowledge base for operational procedures with a potential or real terrorist incidents are present. Topics include:1) overview of terrorism and weapons of mass destruction to include explosives, chemical, biological, and dirty bombs 2) Incident Command System mandated for operations by federal standards 3) handling the flow of radio traffic and requests from field personnel 3)cross channel dispatching or patching in the event of an incident command system mobilization 4)locating and cataloging resources to call upon in the event of a terrorist attach 5) coping with the many and types of calls encountered during a terrorist attach 6)tracking calls that will be received during the initial event, methods of questioning and information gathering 7) standardized instructions for citizens who call for information; and 8) setting up mobile communications or a secondary site if the 911 Center is affected by a terrorist attach 9) rehabilitation of call-takers and dispatcher in the event of a prolonged situation.
