The workshop on November 9 is about local government reporting protocols. In other words, how do local governments report greenhouse gas emissions reductions so that they are consistent with national standards and are real and credible reductions. There are several potential uses for reporting protocols. In the future, if local governments followed a generally accepted protocol, they could conceivably trade credits in a regional or national market.
