The final rule for system performance was published on January 18, 2017. The effective date of the rule has been postponed (to May 20, 2017). Per the final rule, targets must be established by State DOTs in February 2018, and the TPB would set targets within 180 days, or by August 2018.
TPB staff are evaluating the final rule, both requirements and data needs. The next step will be to evaluate the feasibility of conducting a sensitivity analysis on the performance measures to determine the impact on regional performance. Several of the measures need data that are currently unavailable (e.g., federal factors) or need to be provided by the State DOTs (e.g., speed limit for every road segment). TPB staff are coordinating with State DOTs on collecting and/or determining this data.
