Penelope Gross, COG Chairman. Gross has served as the Mason District Supervisor on the Fairfax County Board of Supervisors since 1996. In 2009, Gross was chosen to also serve as the Vice Chairman of the Board of Supervisors.

Gross was the original Chair of COG's Chesapeake Bay Policy Committee in 1998. In 2005, she served as COG President.. Gross also represents Virginia, Maryland, West Virginia and the District of Columbia on the National Regional Councils Board of Directors.

Kwame Brown, COG Vice Chair. Brown has served as a Councilmember At-Large on the Council of the District of Columbia since 2005.

Andrea Harrison, COG Vice Chair. Harrison has served as the District 5 Council Member on the Prince George's County Council since 2008.
