RFP # 13-006 Rail Safety Oversight Program

The Federal Transit Administration (FTA) has adopted a final rule for State Safety Oversight of Rail Fixed Guideway Systems, codified at 49 CFR Part 659 (i.e., the “FTA Rule”). Changes to 49 CFR Part 659 may come by way of “Moving Ahead for Progress in the 21st Century” (MAP-21). The District of Columbia, the State of Maryland and the Commonwealth of Virginia have created the Tri-State Oversight Committee (TOC) by execution of a memorandum of understanding in 1997, stating that the TOC shall be responsible for assuring compliance with the requirements of the final rule by the Washington Metropolitan Area Transit Authority (WMATA). The TOC entered into a memorandum of understanding in 1999 with COG to engage consultants to provide services to the TOC.
