The National Capital Region (NCR) is committed to preserving life and to promoting health and safety through pre-hospital treatment and transportation, fire prevention, fire suppression and rescue, law enforcement, and attentiveness to homeland security threats. With that said we strive through training, purchasing state of the art equipment, and utilizing the latest technological innovations to protect the citizens and avoid unnecessarily placing our responders at risk. Our role as the fire and emergency medical services departments, and law enforcement agencies requires us to perform early detection of radiological hazards and request the necessary local, state, and federal resources to further investigate and mitigate the accidental or intentional release of radiological materials.

RFP #16-028 National Capital Region Complex Coordinated Terrorist Attack Tabletop Exercise (“TTX”) and Functional Exercise (“FX”)

This project is to develop and conduct two (2) multi-jurisdictional exercises that are compliant with the US Department of Homeland Security – Homeland Security Exercise and Evaluation Program (“HSEEP”). This project will develop and conduct one (1) tabletop exercise and one (1) multi-site functional exercise, focusing on the response to a multi-site Complex Coordinated Terror Attack, utilizing the NCR Coordinated Tactical Response Plan, Regional Emergency Coordination Plan, and other relevant Emergency Operations Plans within the National Capital Region, and the development of After-Action Reports (“AARs”) for each exercise as defined in the US Department of Homeland Security – HSEEP.

Technical and Procedural questions regarding the RFP must be submitted in writing to the COG Contracts and Purchasing Analyst (Jalene Duressa, jduressa@mwcog.org). Questions must be submitted by June 24, 2016 4pm.

RFP #16-029 DC EMS & Fire Radiation Detectors

MWCOG is seeking to purchase personal radiation detectors (“PRDs”) for Washington DC Fire and EMS Department that meet the specifications listed below. The PRDs are being purchased in order to ensure we are meeting the steady state and enhanced steady state goals of the Securing the Cities Initiative while protecting our members when required to work post event, performing lifesaving and mitigation activities. While we understand that this can be accomplished with multiple devices, our goal is to provide one device that can perform both functions (Detection and Mitigation) to eliminate the training and logistical concerns of deploying multiple devices. In addition, this will prevent responders from inadvertently utilizing the wrong device when tasked with a specific mission and not detecting a source in steady or enhanced steady state or not being protected in a post event response.

RFP 16-025 2017 COG/TPB Household Travel Survey Amendment #1

In regard to MWCOG’s RFP No. 16-025 issued (June 9, 2016) for the 2017 COG/TPB Household Travel Survey. This amendment is to issue Questions and Answers from the Pre-Proposal Conference held on June 15, 2016 at COG as well as the list of attendees.

 
RFP 16-025 2017 COG/TPB Household Travel Survey

COG/TPB periodically conducts regional household travel surveys to obtain detailed information about the socio-economic characteristics and travel behavior of persons living in the metropolitan Washington region. This information is used to develop and calibrate regional travel demand forecasting models. These forecasting models, once calibrated and validated, are then used by COG/TPB to predict future travel demands based on projected household and employment growth and assumed regional transportation system changes.

Technical questions concerning the RFP will be answered at a pre-proposal conference to be held at COG on June 15, 2016, at 9:30 am to 10:30 am. Prior to the conference, technical questions concerning the RFP must be submitted in writing to Robert Griffiths at (reg@mwcog.org).

Procedural or administrative questions must be submitted in writing to Alieu Turay at (aturay@mwcog.org).

RFQ 16-026 SSO MSC Organizational Management

As the designated recipient of the Federal Transit Administration’s Safety Oversight program funds, COG seeks support services for the inventorying of existing State Safety Oversight entities and the development of a SSO organizational plan for the District of Columbia, State of Maryland, and Commonwealth of Virginia region.

Technical questions regarding the RFQ will be answered at the pre-proposal conference to be held at COG on Thursday, July 7, 2016 at 11:00 am - 12:00 pm. Prior to the conference, technical questions concerning the RFQ must be submitted in writing to George Hohmann, Contracts and Purchasing Manager at (ghohmann@mwcog.org), with courtesy copies (cc) sent to Alieu Turay, Contracts and Procurement Analyst at (aturay@mwcog.org).
