RFP 16-020 Street Smart Public Awareness Campaign

Since the Washington area is a single media market, a unified regional public awareness campaign is the most cost-effective approach for the mass marketing element of an education campaign.

For the past 14 years the COG has run the “Street Smart” pedestrian and bicycle safety campaign, which consists of television, radio, internet, and transit property advertisements, street teams, plus posters and hand-outs. The campaign web site is http://bestreetsmart.net. TPB member jurisdictions carry out concurrent pedestrian-related law enforcement to complement the media campaign.

Technical questions concerning the RFP will be answered at a pre-proposal conference to be held at COG on May 23, 2016, at 10:00 am. Prior to the conference, technical questions concerning the RFP must be submitted in writing to Michael Farrell at (mfarrell@mwcog.org).

Procedural or administrative questions may be directed to Contracts and Procurement Analyst, Alieu Turay at (aturay@mwcog.org).

RFQ 16-015 Technical Assistance for the Transportation/Land-Use Connections

Since 2007, COG/TPB has maintained a list of pre-qualified consultants that is used to solicit proposals for TLC technical assistance projects. This RFQ intends to update the list of pre-qualified consultants. Firms submitting acceptable qualifications will be notified and added to the list.

This amendment is to issue Questions and Answers from the Pre-submission Conference held on April 26, 2016 at COG as well as the list of attendees.

All other terms and conditions to RFQ No. 16-018 remain the same.
 
RFQ 16-018 Network Support Servcies

In support of its programs and staff, COG maintains an Information Technology infrastructure. That infrastructure is comprised of hardware and software as outlined in Section IV. COG’s internal IT staff consists of five (5) members: a Network Administrator, a Network Systems Administrator, a Help Desk Manager, a Procurement Coordinator, and a Director. Contractor staff will report to the Help Desk Manager on a day-to-day basis.

Technical questions concerning the RFQ will be answered at a pre-proposal briefing to be held at COG on April 26, 2016, at 10:00am. Please email Alieu Turay aturay@mwcog.org, if there will be a representative of the firm at the pre-bid briefing. Process questions related to the RFQ should also be emailed to Alieu Turay.

RFQ 16-024 Bluetooth Traffic Monitoring Equipment and Related Services

The Metropolitan Washington Council of Governments Department of Transportation Planning seeks a vendor to assist with the collection of origin-destination (“O-D”) data using Bluetooth wireless technology at a series of locations around the Washington region, all of which will be within a radius of 75 miles from the dome of the United States Capitol. It is anticipated that some detectors will be located near locations with high volumes of truck traffic, such as distribution centers, truck stops, truck terminals, petroleum pipeline terminals and quarries (truck activity locations). Other detectors will be located at roadside locations (generally freeways and roads with a functional classification of principal arterial).

Please submit technical questions by e-mail not later than Monday May 2, 2016 to the project manager, Patrick Zilliacus, at Zill@mwcog.org and procedural and contractual questions must be submitted in writing to COG’s Contract and Procurement Analyst, Alieu Turay at (aturay@mwcog.org).
