PASSPORT is a directory of the 137 public library branches of 11 public library systems located throughout the Washington metropolitan area. Ten library systems participate in a reciprocal borrowing agreement that permits residents to borrow and return books freely across state, county, and city boundaries.*

Books borrowed from one participating library may be returned to another more convenient place where the borrower lives, works, or goes to school. There are two exceptions. Books borrowed from the District of Columbia and the Frederick County public library systems must be returned by the borrower to the branch of the owning library systems. The other eight library systems return books to the owning library through Library Express, the public libraries' delivery service. Reciprocal borrowing is coordinated by the Metropolitan Washington Council of Governments through its Public Library Directors' Technical Committee.

Because participating libraries maintain individual circulation systems, no book is checked-in until it reaches its destination. Fines are imposed or waived at the discretion of the owning library.
