What ARRA means for the National Capital Region: The American Recovery and Reinvestment Act is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. The Act is an extraordinary response to a crisis unlike any since the Great Depression.
The Metropolitan Washington Council of Governments (COG) has established this online center to provide its members with a central place to obtain the information necessary to maximize the benefit of the federal stimulus dollars. This is a defining time in our history and the actions we take now will determine the region’s ability to emerge stronger and more competitive. COG will be working with locally elected and appointed officials and other stakeholders to develop an action plan that provides a regional approach to programs aimed at neighborhood stabilization, transportation infrastructure, and energy efficiency.
This online center will explore Regional Focus Areas receiving stimulus funds, including Energy, Water, Housing and Community Development, and Transportation. For each of these, we will provide a brief overview of the stimulus package’s provisions and goals for that focus area, including grant deadlines and links to additional sources of information.
We will also provide a more in-depth description of any initiatives that COG will be pursuing within that focus area.
COG's ARRA Regional Action Plan includes:
- Assisting area governments in identifying ARRA information, deadlines and funding opportunities,
- Convening government officials and other stakeholders to identify and share best practices for ARRA investments and programs; and
- Identifying and seeking opportunities to leverage ARRA funding for regional and/or COG-led projects.

Stimulus information from the Office of Management and Budget (OMB):
The OMB published Implementing Guidance for ARRA, a detailed government-wide guidance for carrying out programs and activities enacted in the Recovery Act. This update supplements, amends, and clarifies the initial guidance issued by OMB from February 18, 2009. Updates to the guidance are based on ongoing input received from the public, Congress, local and state government officials, grant and contract recipients, and federal personnel.
ARRA Reporting. OMB is trying to streamline the system used to collect data on money spent through ARRA. OMB’s new plan includes a soon-to-be-launched Web portal, FederalReporting.gov, where contract or grant recipients will file reports listing the total funds received and spent, a list of projects funded, including location and expected completion date, and the jobs associated with each project. OMB reports that the centralized reporting site will lighten the reporting burden on recipients by simplifying reporting instructions and providing an easy-to-use way to submit data.
