Overview
As the Metropolitan Planning Organization for the National Capital Region, the Transportation Planning Board (TPB) is responsible for maintaining the region's Financially Constrained Long-Range Transportation Plan (CLRP) and the six-year Transportation Improvement Program (TIP). State and local jurisdictions seeking federal funds for transportation projects are required to include those projects in a regionally approved long range plan and to program funds they expect to obligate over the next six years in the TIP.
Signed into law on February 17, 2009, the American Recovery and Reinvestment Act of 2009 (ARRA) provides over $48 billion for transportation, including $27.5 billion for highway infrastructure investment, $8.4 billion for transit capital assistance, $8 billion for high speed rail, $1.5 billion for a competitive grantprogram for surface transportation, and $1.3 billion for Amtrak.
It is estimated that the District of Columbia will receive $123.5 million, Maryland $431 million ($129 million sub-allocated to urban areas) and Virginia $694.5 million ($208 million sub-allocated to urban areas) in highway formula funds. The Washington Metropolitan Area is also expected to receive $230 million in transit capital assistance.
The first step in the utilization of these funds is to include them in the region's six-year Transportation Improvement Program. At its meeting every month the TPB will approve any amendments to the current TIP and be notified of any administrative modifications (changes in funding below a certain threshold) that have been processed for projects using ARRA funds.
One of the key elements of ARRA is the need for transparency. The federal government has set up the recovery.gov web site to enhance the accountability and transparancy of all federal stimulus funding. This Transportation web page has been established to track transportation projects in the metropolitan Washington region that are receiving stimulus funding. All transportation projects receiving ARRA funds will be listed here. Links to further agency information will be provided, where available.
The TPB was awarded $58.8 million in stimulus funding from the US Department of Transportation (DOT) TIGER Program on February 17th. This funding improves bus transportation along priority corridors in the District of Columbia, Maryland, and Virginia; enable priority bus transit to connect Prince William and Fairfax Counties and the City of Alexandria with the District of Columbia; and create a a multimodal Takoma/Langley transit center in Prince George’s County.
TIGER, which stands for Transportation Investment Generating Economic Recovery, is a competitive grant program under the American Recovery and Reinvestment Act (ARRA) that makes $1.5 billion available for capital investments in surface transportation infrastructure projects.
On July 9, 2010 the TPB approved an amendment to the FY 2010-2015 TIP that added $10.346 million in TIGER funds for the following conformity-exempt components of the Regional Priority Bus Project:
On October 1, 2010 the TPB approved an amendment to the FY 2010-2015 TIP to include an additional $39.695 million in TIGER funds for the following conformity-exempt components of the Regional Priority Bus Project:
On November 17, 2010, the TPB approved the FY 2011-2016 TIP which included $55.917 million for the Regional Priority Bus Project. This amount is not in addition to the amounts above included in the FY 2010-2015 TIP, but rather the programming of these funds will supercede those when the new TIP document becomes effective. This funding covers all subcomponents of the Regional Priority Bus Project described above, including the aspects that have air-quality conformity impacts.

As of March 18, 2009, the District of Columbia Department of Transportation (DDOT) has programmed the full $123.5 million that it received through ARRA. Additionally, the Eastern Federal Lands Highway Division of the Federal Highway Administration (EFL-FHWA) has programmed $23.3 million of ARRA Park Roads funding.

In Maryland, by May 20, 2009 the Maryland Department of Transportation and suburban counties had programmed $167.2 million – the full amount of ARRA funds expected to be allocated to the Washington region. These projects were primarily road and bridge rehabilitations as well as some transit station improvements and bus fleet replacements. EFL-FHWA has programmed an additional $40.4 million of ARRA funds on parkways in the Maryland suburbs of Washington.

As of June 17, 2009, the Virginia Department of Transportation has programmed $160.1 million of ARRA funding on projects in the Washington region. These range from capacity expansion projects to road and bridge rehabilitations and transit enhancements. An additional $52 million has been sub-allocated to the Northern Virginia Transportation Authority (NVTA). The NVTA is currently prioritizing a list of projects to fund and is expected to amend the TIP in September.
On May 7, the U.S. DOT allocated $77.3 million to the Dulles Corridor Metrorail extension project, expediting the federal funds committed to that project. An additional $10.4 million has been programmed by EFL-FHWA on parkway improvement projects in the Virginia suburbs.

On May 7, 2009, Transportation Secretary Ray LaHood announced that nine transit projects around the country would be receiving $742.5 million in federal Recovery Act funds. The funds include $77.3 million for the Dulles Corridor Metrorail Extension project in Northern Virginia.
