Application Information

The deadline for project submissions for the FY 2011 TLC Technical Assistance Program has passed (May 12, 2010). ON July 21, 2010, the TPB approved eight projects for funding this round. The next project solicitation will likely occur in March 2011 for the FY 2012 TLC Technical Assistance Program.

The TPB hosted an application workshop on April 1, 2010. The following information was covered at the workshop:

  • The timeline for the FY 2011 round of TLC technical assistance.
  • Evaluation Criteria that will be used by the Selection Panel.
  • Lessons learned and success stories from past TLC technical assistance projects.

In addition to the application, applicants are also required to submit the TLC Project Overview Form. This form will serve to provide the TLC Selection Panel with a succinct overview of each project, highlighting the key components of each project as emphasized by the applying organization.

Any local jurisdiction in the Metropolitan Washington Region that is a member of the TPB is eligible to apply. Proposals will be made on an application form along with a short 2-3 page description of the project, which should include the following information:

  • The overall scope and location;
  • The specific service and product requested;
  • How the project implements one or more of the (TLC Program Strategies);
  • How the jurisdiction will address recommendations that may arise from the project, including a strategy for funding recommended implementation measures;
  • How the project will benefit the applicants' community;
  • How the project will be relevant to the Metropolitan Washington Region; and
  • A short description, including contact information, of how the applicant has collaborated with other agencies in developing the application.

Additionally, if a jurisdiction submits an application requesting greater than $30,000 in technical assistance, the following information is required:

  • A description as to how the project may be scaled to $30,000 or less. Please provide specific details as to which aspects of the project will change and how that is reflected in the budget.

Recipients will receive short-term consultant services. Recipients will not receive direct financial assistance. Recipients are eligible to receive a range of $20,000 to $60,000 in technical assistance. Proposed scopes of work and budget allocations will be reviewed by members of the TPB before technical assistance resources are authorized. The TPB will seek to ensure that assistance is provided to a broad cross-section of jurisdictions throughout the region. Applicants are encouraged to explain how the additional technical assistance will enhance their current efforts.

Troubleshooting

In the past, applicants have expressed frustration with the Adobe application form. Please review the tips below. If they do not work, please contact TPB staff. Our information technology staff is working to ensure that the form will work for all people with all versions of Adobe Acrobat.

  • In newer versions of Adobe Acrobat, download or save the application to your computer. Complete the application on your computer and save it. The appilcation should retain the information and attach to an e-mail.
  • If the Adobe file does not retain the information after you save it, or if it will not allow you to save the file, go to the print menu and select "Print to PDF". This should create a duplicate of the application that is static (ie: it will not allow you to make edits to the form).
