Hill, Mendelson and Davis to Lead COG Board of Directors in 2003 The Metropolitan Washington Council of Governments (COG) has elected Prince William County Supervisor Mary K. Hill to head its Board of Directors. District of Columbia Council Member Phil Mendelson and Greenbelt Mayor Judith ("J") Davis will serve as vice chairs. Mary K. Hill was elected to the Prince William Board of County Supervisors in 1996, at which time she also became a member of COG's Board. In 1999, Hill became the first Prince William County representative to serve as president of COG. She served as vice president in 1997 and 1998. Hill also sits on the board of the National Association of Regional Councils.   Phil Mendelson was first elected to the D.C. Council in November 1998. He served as chair of the Transportation Planning Board in 2002. In 2001, Mendelson chaired the Metropolitan Washington Air Quality Committee at COG.  Judith ("J") Davis is in her fifth term on the Greenbelt City Council, currently serving as mayor.   She holds positions on COG's Ad Hoc Digital Divide Task Force, Strategic Planning Committee, and Chesapeake Bay Policy Committee.  Davis also is COG's liaison to the Potomac Regional Education Partnership Advisory Board, a program to improve educational outcomes and career prospects for local students, and to the Advisory Board of the Institute of Regional Excellence, an executive development program for senior municipal managers.
