Program DescriptionsWelfare-to-WorkTargets families who have a critical need for housing in order to obtain or retain viable employment. Housing assistance is combined with job training, childcare, and other services families need to make the successful transition from welfare to economic independence. Family Self-Sufficiency (FSS)Promotes the economic independence and self-sufficiency of Housing Choice Voucher Families. The program provides supportive services, such as child are, transportation, remedial education and job training. It limits the increase in rent payable by Housing Choice Voucher families due to increases in earned income. The excess is used to fund an escrow savings account, which is available to the family after it no longer receives federal or state welfare assistance, upon successful performance of its obligations under the contract of participation, and under other appropriate circumstances. Family Unification (FUP)Provides housing assistance to families for whom the lack of adequate housing is a primary factor in the separation, or imminent separation, of children from their families. Targets battered women and their children who have been displaced because of the battering situation and families with children in social service placement. Mainstream DisabledProvides housing assistance to low-income disabled families and individuals. Shelter Care Plus (SCP)Promotes permanent housing and supportive services for homeless individuals with disabilities coming off the streets or out of emergency shelters. Supportive services are equal to or greater than the housing assistance assigned to the individual.
