Purpose of Meeting
- Review the types of projects that can proceed during a conformity lapse based upon EPA, FHWA, and FTA guidance, and
- Review lists of projects that will be included in the interim CLRP and TIP for release for public comment on October 15.
Background
The 2003 CLRP and FY 2004-2009 TIP are currently scheduled to be released for public comment at the October 15, 2003 TPB meeting. TPB adoption is scheduled for November 19, 2003. However, TPB adoption cannot occur until the new SIP mobile emissions budgets are approved by EPA.
The region will have a conformity lapse of the current CLRP and TIP after January 21, 2004 unless federal approval of the new 2003 CLRP and FY 2004-2009 TIP is received before this date. Federal law requires that all projects must be in an approved plan and TIP to receive federal funds. In the event of a conformity lapse, MPOs must create an interim plan and TIP to allow eligible projects to proceed during the lapse.
The TPB Technical Committee has agreed that an interim 2003 CLRP and FY 2004-2009 TIP should be developed, released by the TPB for public comment on October 15, 2003, and approved by the TPB on November 19, 2003.
