About Us

COG is the one place in metropolitan Washington that regularly brings leaders together to develop solutions to the region's major challenges. Transportation

Through the National Capital Region Transportation Planning Board (TPB), area officials, planners, and engineers ensure a well-managed and maintained transportation system. The TPB, which is staffed by COG, conducts the federally mandated transportation planning process for the region and ensures the uninterrupted flow of federal transportation funds that area jurisdictions receive.

Environment

COG's work engages leaders in various environmental fields from water quality experts to climate scientists. Together, they are advancing regional efforts to restore local waterways, improve air quality, reduce greenhouse gas emissions and address climate change, promote recycling, and enhance and preserve green space and agriculture.

Community & Economy

Area officials and experts, including planning and housing directors and child welfare and health officials, work together with their counterparts at COG to help shape stronger communities throughout the region.

Homeland Security & Public Safety

COG brings police chiefs, fire chiefs, emergency managers, and other leaders together as part of its work to strengthen regional public safety coordination, homeland security planning, and emergency communication.

This course is designed to improve the capabilities of emergency services agencies to respond to WMD incidents by providing operations-level training to law enforcement personnel.

The primary purpose of the course is to teach law enforcement trainers the appropriate action(s) at the scene of a suspected terrorist WMD incident. Trainers/Students will be taught to understand and recognize terrorism, defensive considerations (chemical, biological, radiological, nuclear, and explosive), and control issues associated with WMD activity. Applicable standards and regulations outlining the core competencies at the Operations Level for emergency responders will be used in modifying and delivering this course. Trainers will be taught training methodologies to teach their law enforcement officers in such areas as : recognition of a WMD incident, implementing self-protection measures, securing the scene, notifying appropriate local, State, and/or Federal authorities, and the transition phases from an emergency incident to a recovery incident.

Upon completion of the Train-the-Trainer course, participants are then eligible to conduct (indirect) courses for their agency and surrounding jurisdictions. All training materials required for indirect course delivery by certified instructors are furnished through the Academy of County-Terrorist Education.
