Visualize 2045: A Long-Range Transportation Plan for the National Capital Region

Final publication and supporting documents on Visualize 2045, the federally mandated, long-range transportation plan for the National Capital Region, which was approved by the National Capital Region Transportation Planning Board (TPB) in 2018 and approved for update in June 2022.

FY 2023-2026 Transportation Improvement Program

The Transportation Improvement Program (TIP) is a 4-year financial program that describes the schedule for obligating federal funds to state and local projects. The TIP contains funding information for all modes of transportation including highways and HOV as well as transit capital and operating costs. State, regional and local transportation agencies update the program every two years to reflect priority projects in the Visualize 2045 long-range plan as approved and amended.

Publication highlighting state and local policies supporting food security and healthy food access over the last decade.

Bicycle and Pedestrian Plan for the National Capital Region

The reports examine the status of bicycling and walking in the National Capital Region, including existing facilities, programs, mode share, and current policies and planning.

COVID-19 Travel Monitoring Snapshot

These reports illustrate how the COVID-19 pandemic impacted travel in metropolitan Washington between March of 2020 and December of 2022. The charts show changes in roadway traffic and enplanements as compared with 2019 levels. Updated reports were issued as new data became available.

Regional Travel Survey In-Depth Analysis

Following the release of the preliminary results of the 2017/2018 Regional Travel Survey (RTS) results, staff conducted in-depth analysis and developed a series of responses to thought-provoking questions offered by regional stakeholders; those responses are provided below in addition to presentations summarizing the various analyses. The analyses take a deeper dive into the RTS data by examining regional travel patterns for work and non-work trips across geographic, temporal, and socio-demographic dimensions.

Commuter Connections Transportation Demand Management (TDM) Program Elements Revised Evaluation Framework

The Commuter Connections Program, in concert with program partners, is responsible for implementing a package of Transportation Demand Management (TDM) program elements in the metropolitan Washington region. The objective of these elements is to improve the travel experience of regional commuters and support regional efforts to meet air quality goals and mitigate growth in vehicle miles traveled. This report provides a framework and methodology for evaluating the transportation and air quality impacts of these TDM program elements.

Region United Framework Document

Report on the COG Board of Directors planning framework for 2030. The framework provides short summaries on the following four priorities: Equity Emphasis Areas (EEAs), High-Capacity Transit Station Areas (HCTs), 2030 Regional Housing Targets, and the 2030 Climate Goal. It also highlights COG grants, technical assistance, planning tools, and other resources available to its members to advance these shared regional goals.

TPB Climate Change Mitigation Study of 2021

The TPB conducted, with consultant assistance, a scenario study to assess ways to reduce greenhouse gas (GHG) emissions in the on-road transportation sector.

Recommended Stream Restoration Best Practices

This report details a set of recommended best practices for how local governments in metropolitan Washington can implement stream restoration projects, focusing on planning/design, siting and final project selection, public engagement, and construction/assessment/maintenance.

Transportation Management Plan Handbook

The handbook outlines the process for federal agencies to prepare a Transportation Management Plan (TMP) for federal campuses and installations. Broadly, TMPs guide federal installations in addressing federal and regional transportation and development objectives to foster sustainable, multi-modal, and healthy workplaces and communities. The handbook was prepared by the Metropolitan Washington Council of Governments, National Capital Planning Commission, and General Services Administration.

Big Data for Regional Travel and Mobility Analyses

The TPB completed a study to evaluate Big Data and its use and limitations in regional travel and mobility analyses and modeling.

Scenario Planning Organizational Awareness and Understanding

In 2020 and 2021, the National Capital Region Transportation Planning Board (TPB) conducted a study to explore scenario planning processes and tools that could complement its travel demand modeling capabilities, enabling it to generate and evaluate alternative possible futures quickly and efficiently across a broad range of topics.

Commuter Connections Retention Rate Survey Report

This report presents the results of a “retention rate” survey of commuters who participated in Commuter Connections’ carpool/vanpool ridematching service, regional Guaranteed Ride Home (GRH) program, a commuter incentive program administered by Commuter Connections, or who requested other commute information or assistance from the Commuter Connections website or mobile application.

Commuter Connections Applicant Database Annual Placement Survey Report

This document provides results of an analysis of commuter transportation assistance services offered by the Commuter Connections program. This report estimates transportation and air quality impacts on Commuter Connections’ services.

Regional Travel Survey Tabulations

While the initial results of the Regional Travel Survey (RTS) were delivered in a series of presentations, TPB staff has prepared additional tabulations that provide insights on travel patterns in the region. The Regional Transportation Data Clearinghouse (RTDC) RTS Tabulations provide an online resource for the RTS data to be used by practitioners, researchers, and other stakeholders.

Regional Travel Survey Technical Documentation

The Regional Travel Survey Technical Documentation provides an overview of the technical approach to the National Capital Region Transportation Planning Board's (TPB) 2017/2018 Regional Travel Survey. After a brief overview of the survey methodology, this document is focused on post-survey data processing and survey expansion. Appendices contain more information about the survey methodology as well as file format and file frequency tables.
