On December 17, 2025, the National Capital Region Transportation Planning Board (TPB) approved its 2026 officers. The TPB elected Neil Harris, City of Gaithersburg Council Member, to serve as TPB Chair. Harris has been a member of the Gaithersburg City Council since 2014 and has served on the TPB since 2015, including serving as TPB Vice Chair in 2025 and 2nd Vice Chair in 2024. Chair Harris’s other service to the Metropolitan Washington Council of Governments (COG) includes being a member and alternate member of the COG board. Harris was also a member of the 2017 TPB Long-Range Plan Task Force, which identified and recommended regional aspirational initiatives for 2018 and beyond.
“I am honored to be elected to serve as chair of the Transportation Planning Board for 2026. The TPB has done great work over the decade during which I have served as a member, successfully guiding our region's transportation agencies to exceed federal air quality levels," Harris said. "As we go forward, we need to make similar progress in improving multimodal transportation to reduce travel times, so our residents can get to work, school, and other daily needs."
District of Columbia Councilmember Matthew Frumin and City of Alexandria Councilmember Canek Aguirre were elected to serve as vice chairs for 2026.

The TPB next meets on January 21, 2026. Agenda materials will be posted prior to the meeting, and a livestream will begin at 12:00 P.M. that day.
The National Capital Region Transportation Planning Board (TPB) is the federally designated metropolitan planning organization (MPO) for metropolitan Washington. Working with local, state, regional, and federal partners, the TPB coordinates future plans, provides data and analysis to decision-makers, and coordinates regional programs to advance safety, land-use coordination, and more. The TPB is housed at and staffed by the Metropolitan Washington Council of Governments (COG).
