The TPB is accepting applications for planning, design, and engineering projects through the FY 2027 Transportation Land-Use Connections (TLC) Program and Regional Roadway Safety Program (RRSP) local technical assistance programs.

As in past years, the TPB is using a joint application for the two programs. Applications are due February 27, 2026. Applicants have the option to submit a proposed project abstract, which is due January 21.

Both programs offer short-term consultant services up to $80,000 for planning projects and up to $100,000 for design and preliminary engineering projects. Any local jurisdiction in the National Capital Region that is a TPB member is eligible to apply. Non-profits and non-member jurisdictions in the region may apply as secondary recipients to a TPB member jurisdiction.

About the programs

TLC projects provide a range of services for community-oriented planning activities including, but not limited to, transit station area planning, bicycle and pedestrian safety, housing or economic development studies, streetscape plans, and trail planning.

RRSP projects provide a range of services to support roadway safety efforts, including but not limited to local roadway safety plans, bicycle and pedestrian safety, data analysis, road diet design, lighting, and intersection improvements.
