Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310)

Program Goals

The Enhanced Mobility program aims to improve mobility for seniors and individuals with disabilities throughout the region by removing barriers to transportation services and expanding transportation mobility options available.

On December 20, 2023, the Transportation Planning Board adopted Resolution R6-2024 which approves funding for 23 Enhanced Mobility projects under the 2023 Enhanced Mobility Grant Program.

About the Program

The National Capital Region Transportation Planning Board (TPB), with the Metropolitan Washington Council of Governments (COG) acting as administrative agent, is the designated recipient for the Federal Transit Administration's (FTA's) Enhanced Mobility of Seniors and Individuals with Disabilities Program for the Washington, DC-VA-MD Urbanized Area. Enhanced Mobility provides funding for transportation for people with disabilities and older adults who have difficulty using public transportation. The program provides approximately $5 million annually in matching grant funds for non-profit organizations, local governments, transit agencies, and private for-profit providers.

Grant funds awarded to eligible recipients are used for capital and operating expenses, like:

• Public transportation projects planned, designed, and carried out to meet the special needs of older adults and individuals with disabilities when public transportation is insufficient, inappropriate, or unavailable;
• Public transportation projects that exceed the requirements of the Americans with Disabilities Act;
• Public transportation projects that improve access to fixed-route service and decrease reliance on paratransit; and
• Alternatives to public transit that assist seniors and individuals with disabilities with transportation.

At least every two years, the TPB solicits Enhanced Mobility grant applications. The TPB’s Coordinated Human Service Transportation Plan developed in consultation with the TPB’s Access for All Committee, identifies needs, strategies, and priority projects to guide the funding decisions for the Enhanced Mobility program.

The 2023 Coordinated Human Service Transportation Plan Update was approved by the Transportation Planning Board on May 17, 2023.
